1) Instead of so much on New Jersey perhaps address from a federal level if appropriate.
2) One test question hinged on the exclusion of a single word. Perhaps that word should have been emphatised in the course material. Note that the inclusion or exclusion of the word could be subject to debate. lol

In general, the author could go into more detail. I recommend a discussion of consultation with federal and/or state agencies. Also, it would be good to point out the different responsibility of federal and/or state agency requirements for projects vs private sector requirements.
While it's good to discuss state information, the author could offer an example from other state(s) besides NJ.

Working in the State of Florida almost all remaining undeveloped land is covered with wetlands or endangered species. Was not aware that engineers in other states actually get to check first to see if they need an Environmental Specialist as a member of their design team. Nice informative overview!
